'The Lord is my shepherd'. In this case, God has decided he's had enough, he's retiring, he's going to bed (with a nod and a wink to Douglas Adams). It's up to the human race to look after themselves, it's time for them to take the initiative. The shepherd is releasing the sheep to fend for themselves.
